Faktor Penghambat dalam Pelaksanaan Strategi Peningkatan Ekonomi Nelayan Skala Kecil Kabupaten Cilacap dalam Menghadapi Krisis Mata Pencaharian
Abstract
Small fishermen in Cilacap Regency are traditional fishermen on the island of Java, Central Java province, united in the Association of All Indonesian Fishermen (HNSI) Cilacap Branch, and are currently facing economic challenges and difficulties. The lack of adequate fisheries infrastructure, low fishing fleets, high fuel costs, and limited ice production for fishing activities are some obstacles for traditional fishermen in Cilacap Regency. Meanwhile, the crises faced by fishermen include decreasing fisheries resources due to illegal hunting, unreported and unregulated hunting (IUU), excessive hunting, storms and climate change, and instability of fish prices. This study aims to explain the internal and external factors that hinder fishermen in their efforts to survive both at sea and on land and the strategies for dealing with them. This qualitative study uses non-participant observation, structured interviews, and documentation studies to collect data in the field. The study results indicate that internal obstacles come from the fishermen themselves. Some of them have difficulty working other than at sea and not trying to get out of the main fishing area. External obstacles include law violations of the oil and gas platform area, loss of trawl activity, unfavorable natural conditions, and economic transaction risks.
